Experience

Peter joined Birketts in 2006 as head of our social housing team.

Peter has extensive experience of social housing and has advised a number of national and regional RPs and local authorities on a broad range of property and regulatory matters. He has led teams dealing with stock transfers and has also advised a number of RPs and local authorities and developers on the affordable housing requirements of s.106 Agreements. For many years Peter has acted for RPs on all types of development schemes for both general needs and supported housing, including advice on joint ventures and mixed tenure and private sale schemes (where he has advised on the consequent vires issues and the impact of Housing Corporation/TSA Regulation and charity law). He has also set up numerous disposal schemes for Housing Associations for RTBs/RTAs, Homebuy and Shared Ownership. In 2004 Peter led the team acting for Peterborough City Council on the disposal of all its housing stock - the largest LSVT in East Anglia to date. He has also led a team who completed all the property aspects of a £150m refinancing package for a major regional RP- one of the largest refinancing facilities in the sector to date. Peter also advised on the affordable housing provisions for the master s.106 agreement for the 2012 Olympics site.


Peter is based at our Norwich office.

Other Information

Peter is an affiliate member of the Chartered Institute of Housing, has written extensively for the housing sector press and regularly speaks on social housing topics.  He has been appointed Chair of the Housing Improvement Board set up by Norwich City Council to oversee the Council's Housing service.  In the past he has been a Board Member of housing association Sanctuary Hereward and chair of its development committee, and previously a shadow board member of a prospective LSVT Association.

Peter is recommended in Legal 500 [UK 2012] and in previous editions is described as having "unrivalled expert knowledge" in social housing and as being "extremely knowledgeable, approachable and responsive."
