Lina Bannister qualified as a Solicitor in 2008 and joined Birketts as an Associate in the public sector team in May 2026.
She advises on public procurement, commercial contracts and governance, with a particular focus on local authorities and other public sector bodies.
Prior to joining Birketts, Lina worked within a local authority corporate and commercial team, advising on high-value procurement and commercial projects across a range of sectors. Her experience includes transport and infrastructure projects, including local bus services and EV infrastructure, as well as grant funding arrangements, subsidy control and collaborative delivery models.
Lina advises on all stages of the procurement lifecycle, including strategy, preparation of tender documentation, evaluation and contract award. She has experience supporting complex and high-value projects, including transport infrastructure, technology procurements and grant-funded initiatives, and advises on a range of commercial arrangements, including concession, collaboration and funding agreements, with a focus on compliance and risk management.
She provides clear and practical advice to support effective decision-making. Lina has also held in-house roles in the UK, US and Canada, including at a major international airport authority, where she advised on commercial and real estate matters.
