Jean Herring
Jean joined the Residential Development Team in 2023 as a Senior Associate based in our Norwich office.
Jean has worked for a top tier law firm and regional firm prior to joining Birketts.
Jean is a Chartered Legal Executive with over 25 years’ experience working within Commercial Property. Jean has worked for a wide range of clients, both government bodies, businesses and individuals, including some of the UK’s largest housebuilders together with regional and bespoke developers and builders.
Jean specialises in residential development work, covering site acquisitions including acquisitions subject to grant of planning permission and overage. Jean acts for both lenders and borrowers in relation to securing development finance of residential development land.
Jean deals with drafting of site set up documentation for freehold developments, leasehold developments and self-build plots. This includes providing advice and guidance on the options available to structure the future management of common areas and open space on new build developments, whether via informal arrangements or via a management company structure.
In addition, Jean acts for developers in relation to Section 106 affordable housing sale, on both a turnkey agreement and development agreement basis, in addition to discounted dwellings.
Jean also acts for developers in relation to entering into infrastructure agreements, including highway agreements under Section 38 and Section 278, water and drainage agreements under Section 104 together with other infrastructure agreements and documentation ranging from transfers of open space through to transfers of substation sites, pumping stations and licences and easements for rights of way, storage and visions splays.
Having dealt with new build plots sales and residential sales and purchases, Jean is able to utilise the extensive knowledge gained in such transactions to provide clear and comprehensive advice in relation to all aspects of residential new build site set up documentation and new build plots sales.

- Acting for a local authority development company in connection with the new build site set up documentation for its redevelopment of land in the Cambridge area comprising both open market and affordable housing, open space and play areas.
- Acting for a development company in connection with the new build site set up for its conversion of an existing commercial buildings into residential apartments in the Cambridge area.
- Acting for a developer in relation to the purchase of development land in with planning permission for residential dwellings and subject to a Section 106 Agreement for a community carpark, community footpath links, open space and off-site school bridge link.
- Acting for a developer in relation to the purchase of development land with planning permission for residential dwellings subject to off site easements for all utility services and vehicular and pedestrian access.
Jean is a Fellow of the Institute of Chartered Legal Executives.
Jean studied law at CILEx Law School.
