Rosa is an Associate in our administrative and public law disputes team.

Rosa advises a range of clients on public law matters. She specialises in judicial review proceedings, including those involving planning, commercial or human rights issues. She also advises clients on discrimination claims under the Equality Act, complaints (including persistent or vexatious complainants), regulatory issues and safeguarding investigations (including for charities and faith-based institutions).

Prior to moving to the United Kingdom in September 2025, Rosa represented the New Zealand Government in significant and high-profile public law and human rights litigation. She also worked at New Zealand’s largest litigation firm, where she gained experience conducting regulatory, environmental and public law litigation.

Recent work highlights

Successfully defended urgent judicial review proceedings in the New Zealand Court of Appeal relating to the country’s largest public inquiry into Historical Abuse in State Care and Faith-based Institutions.

Represented the Attorney-General in the New Zealand Supreme Court in an appeal raising human rights issues concerning the compulsory detention of an offender with intellectual disabilities.

Successfully resisted an urgent injunction sought by a local authority in the New Zealand High Court against the Director-General of Health’s direction to fluoridate its drinking water supply.

Successfully defended urgent judicial review proceedings challenging the lawfulness of Police search warrants obtained for a criminal fraud investigation.
