Emily Groom joined Birketts on qualification in 2008 and is a Senior Associate in our Social Housing Team. Prior to training as a Solicitor, Emily worked at a local authority as a political researcher advising and supporting elected members. Her clients include Registered Providers of social housing, local authorities and house builders.
For social housing clients she has extensive experience of both the purchase of affordable housing allocations under s106 agreements from developers and purchase of and options over sites for RPs to develop themselves.
She also has expertise and a niche knowledge of low cost home ownership options such as Shared Ownership and Shared Ownership and the Right to Buy and Right to Acquire. From drafting and set up of such schemes through to after sales and administration for instance offering advice on eligibility for the Right to Buy, repayment of discounts and the right of first refusal. She has also dealt with rural and retirement developments and legacy Commission for New Towns schemes.
She regularly advises on the planning elements of affordable housing including nominations agreements and the acceptability of such agreements to lenders and purchasers.
She has completed a number of drawdown and portfolio charging exercises for RP clients.
She is well versed in all aspects of residential development from purchase of sites through to plot sales and assists our New Build Team with site set-ups for more complex sites. She also deals with sales of ground rent investments.
