Peter qualified as a Solicitor in July 1984 and joined Birketts in 2006 as Head of our Social Housing Team.

He has extensive experience of social housing and has advised a number of national and regional RPs and local authorities on a broad range of property and regulatory matters. He has led teams dealing with stock transfers, stock rationalisations and RP mergers. He has also advised a number of RPs and local authorities and developers on the affordable housing requirements of s.106 Agreements.

For many years Peter has acted for RPs on all types of development schemes for both general needs and supported housing, including advice on joint ventures and mixed tenure and private sale schemes (where he has advised on the consequent vires issues and the impact of HCA / Homes England Regulation and charity law). He has also set up numerous disposal schemes for Housing Associations for RTBs/RTAs and Shared Ownership. In 2004 Peter led the team acting for Peterborough City Council on the disposal of all its housing stock - the largest LSVT in East Anglia to date.

In recent years he has acted for a number of clients setting up new For Profit Registered Providers and has acted on 10% of the successful applications for this new breed of RP to date.

Peter is based in our Norwich office.

Other Information

Peter is an affiliate member of the Chartered Institute of Housing, has written extensively for the housing sector press and regularly speaks on social housing topics.

He was previously a board member of Hereward Housing Association and Sanctuary Hereward, and Chair of both organisations' Development Committees for several years. He was also Chair of Norwich City Council's Housing Improvement Board for the three years of its existence.

Peter is recommended and named as a 'Leading Individual' by Legal 500 [UK 2021]. In previous editions, clients say he has "excellent sector knowledge" and that the team gives "meaningful, high-quality advice" and "excellent personal service".

Peter is ranked in band 1 by Chambers [UK 2021]. An earlier edition notes that Peter is a "really good transactional lawyer".
