Procurement Act 2023 – What does the delay mean?

The Government has released a Ministerial Statement today (12 September 2023), announcing the intention to delay the commencement of the Procurement Act 2023, to a new go live date of 24 February 2025. This announcement will be welcomed by authorities who are currently in the process of updating documents and progressing change through their governance procedures to meet the original commencement date in October.
The Statement goes on to announce that a new National Procurement Policy Statement will be produced, to reflect the new administration’s priorities for public procurement. The new policy will replace the National Procurement Policy Statement which was laid in Parliament by the previous administration on 13 May 2024. It will be interesting to see how the previous national priorities will be changed to reflect the ambition of applying procurement to deliver value for money, economic growth and social value.
