Steven Bell

Steven joined Birketts in March 2018 and is a Legal Director in our Planning and Environmental Team.

He qualified as a Solicitor in January 2006 and prior to that was a qualified Legal Executive. Steven gained his Higher Rights of Audience in June 2021. In 2024 he was ranked as one of the highest rated planning solicitors in the Country.

He has over fifteen years’ experience specialising in planning and environmental law and prior to that nine years in litigation. His areas of expertise include advising on complex planning matters (including judicial reviews and major planning enforcement inquiries); compulsory purchase; flood and water management and the Highways Act. He has been Monitoring Officer for the Broads Authority and has a great deal of experience in local government including dealing and being legal advisor on Planning Committees (Nationally).

Steven also works closely with our Social Housing Team. He is highly experienced in advising clients on all aspects of planning, enforcement, drafting s.106 Agreements and Highways Act Agreements.

Steven has worked on large-scale projects (including nationally significant infrastructure projects).
