Ruth Neave

Legal Director


Ruth qualified as a Solicitor on August 1996 and joined Birketts in February 2018. She is a Legal Director and Head of our Public Sector Team.

She specialises in contracts and procurement, EU Procurement Regulations, large multi-disciplinary projects, shared service arrangements, strategic partnerships and corporate governance. She has extensive experience of advising on, drafting and negotiating a wide range of works, supplies, services, concession and IT contracts and framework agreements as well as project managing corporate projects.

Ruth has a wide ranging knowledge of Local Government and has advised Chief Officers and Members on a broad range of high profile commercial matters, including contracts arising from re-generation and infrastructure projects. She works collaboratively with clients and project teams to achieve their goals.

Other Information

Ruth is a highly experienced Local Government Solicitor, having spent many years as a Principal Solicitor managing a Commercial Law and Property Team and acting as Deputy Monitoring Officer. She understands the governance arrangements within which the public sector operate and has significant experience of advising on corporate governance. She is pragmatic, solution and client focused and understands the challenges facing Local Government and the wider Public Sector.

She has delivered contract and procurement training to Local Government.
