Naomi Westcott is a Legal Director in the administrative and public law disputes team with more than 13 years’ experience advising on complex, high value litigation.
A procurement disputes lawyer, her particular focus is on public procurement law disputes where she has extensive experience acting for both contracting authorities and bidders. Her experience spans from issues arising during live processes, including evaluation and award decisions, and standstill and post‑award challenges, with a focus on achieving the best commercial and strategic outcome for her clients.
Naomi also advises on disputes and claims affecting public bodies, education providers and charities, supporting clients at all stages, from early risk assessment and strategy through to proceedings, settlement/ ADR and trial. She advises schools, universities and charities on sensitive, high stakes matters, including contractual disputes, discrimination and Equality Act claims, and safeguarding issues.
She is known for her friendly approach, excellent communication and clear, pragmatic advice, helping clients navigate complex situations while balancing costs and risk. Based in Cambridge, Naomi works firm wide and collaborates closely with colleagues across Birketts to deliver joined up, strategic support to clients.

Acted for the claimant in High Court procurement proceedings, including a successful application for specific disclosure in a landmark High Court judgment on the scope of disclosure in procurement challenges.

Advised a contracting authority on responding to a procurement challenge, including assessing the merits of the challenge and litigation risk. Provided strategic guidance on the client’s position with a focus on preparing for potential challenge under the Procurement Act 2023.
